Wyoming and Greenhouse Gases

The governor of Wyoming tells the EPA the state can't regulate greenhouse gases. They actually have a state law that forbids the regulation of greenhouse gases.
Other states are submitting petitions questioning the EPA's regulation. Wyoming is the state with the most greenhouse gas emissions per person. This is almost laughable.

So basically, the state has the most emission per person from exported energy?
