Law enforcement was very aware that drug dealers were using pay-phones to make drug deals. They would 'bug' them to gather evidence that they were used for drug deals...even though most used codes. Eventually these corner pay-phones were removed and drug dealers found that beepers were a commodity. Today it might come as a shock that drug dealers have cell phones.
But let us return to simpler times of 1989 technology. The shock is that it exists in 2009. It seems that Canadian drug dealers still rely on pay phones to make their deals!
