US: Ruler of Space?

Not really news, but something I CANNOT believe is true.
As Mark Kaufman from the Washington post stated on the 18th of October, ''President Bush has signed a new National Space Policy that rejects future arms control agreements that might limit US flexibility in space and asserts a right to deny access to space to anyone 'hostilel to U.S. interests'"
Gee that really narrows it down don't you think? If there are states out there of neutral position, this sure is a good way to make them pick a side and separate our world further.
I wonder if this policy covers the rest of the Milky Way and outer galaxies? How does this policy pose to monitor external threats like Alien Invasion? There's a news headline of the future: Battle of the Skies: Aliens VS. Bush
As Kaufman furthers, there is avoidance that the objective is to develop space weoponry. However, lucky us and perhaps not for other states, they are planning the enforcement of this policy. With the suggestion of lasers that blind satelites and smaller, smarter satelites that ram into others like a dodgem car, my mind is at ease about the future of space.
I am not a suspicious person, but this sort of hegemonic behaviour is scary. I just hope
