On July 10, 2008, Reporters Without Borders, an organization headquartered in Paris, France, released an investigative phone call recording showing that Eutelsat's turning off the New Tang Dynasty Television (NTDTV) signal on the grounds of lacking electric power was in fact a political decision made under pressure from the Chinese Communist Party (CCP).

A World Organization to Investigate the Persecution of Falun Gong (WOIPFG) investigator with special status made an inquiry phone call to the Chinese ambassador in Italy, Sun Yuxi, with regard to this issue. The conversation has confirmed that the CCP played a major role in this incident. With regard to how they have worked on Eutelsat, Ambassador Sun's answer was:

They have explained to me again and again that they didn't do it intentionally. It was someone else who got Falun Gong in, such and such. Anyway, that's their explanation.”)

Eutelsat reported immediately to Sun Yuxi after shutting down NTDTV’s broadcasting into China:

(Play recording: “After turning off the signal, they specifically asked someone to tell my Science and Technology Attache and pass the message to me, saying that the Ambassador has mentioned several times to us about this issue, and we have handled it now. i.e. Well, from their work, they will no longer have Falun ... anything related to Falun Gong.”)

Ambassador Sun supported Eutelsat on this move. He said:

They also apologized again and again and assured us that they would never let such kind of thing happen in the future.”)

As for the rewards Eutelsat expects to receive out of this move, Ambassador Sun said:

And in addition, first of all, they wanted to do business with our Aerospace and Aeronautics Industry Group regarding the European communication satellites, meteorological satellites, and so on. They need our carrier to launch their satellites.”)

Headquartered in New York City, NTDTV is one of the only few Chinese-language media companies in the world that is independent of CCP control. With its uncensored broadcasts, NTDTV is the sole truth-telling TV station to people inside China. Eutelsat's stopping the NTDTV signal only one month away from the Beijing Olympics is an act of bowing to the dictatorship of the CCP regime, depriving Chinese people of their right to know, and also violating Eutelsat's own principles. It is a disgrace among the international business community.

Since the beginning of this year, in the face of serious natural and man-made calamities in China, one after another, the CCP has intensified brutal crackdowns on the Falun Gong spiritual group, unofficial religious or spiritual groups, human rights advocates, civil rights defenders, appealing populace and citizens forced to relocate without compensation.

On the other hand, the CCP has tightened media control and increased its Internet blockade so as to cover up its unprecedented ruling crisis due to the great wave of Chinese people quitting the CCP and its related organizations. At this vital historical moment, NTDTV has brought to its viewers in mainland China a wealth of objective news and true stories.

WOIPFG believes its recording of Chinese Ambassador Sun Yuxi in Italy and the recently published conversation with Chinese Consul General Peng Keyu in New York have both shown clearly that the CCP diplomats have been engaging in inappropriate activities. It has become their routine practices to extend the CCP's human rights violation policy to other countries and interfere with business operations there. If we just ignore it, the next victim could be any nation, company, group or individual.

WOIPFG calls for immediate action from the international community to uphold freedom of speech and news reporting. The first step we can take is to help restore NTDTV’s broadcast into mainland China.

Recorded Phone Investigation by WOIPFG Reveals Chinese Consulate in New York Orchestrated Hate Crime Against Falun Gong, Surrounding and Attacking the Quit-CCP Center’s Activities in Flushing, New York

On May 17, 2008, a rally held by the Quit-CCP Service Center in Flushing, New York met with vicious verbal and physical attacks from a group of Chinese people suspected to be organized and premeditated. In the following days, the daily operations at the same service center faced similar assaults. World Organization to Investigate the Persecution of Falun Gong (WOIPFG) immediately undertook an investigation. On the morning of May 21, a WOIPFG investigator with a special status made a telephone call to Consulate General Mr. Peng Keyu of the Chinese Consulate in New York. The following is the transcript of the recorded telephone conversation. The English is translated to be more accurate to the original Chinese.

Investigator: Is this consulate general Mr. Peng Keyu?

Peng: Who is this?

Investigator: This is XYZ.

Peng: How are you?

Investigator: This time you have really made a huge scene in fighting Falun Gong in Flushing!

Peng: Hey, hey, hey...That's right!

Investigator: I would like to know how you organized them?

Peng: They (Falun Gong) protest against the Chinese Communist Party! Well, I went there the day before yesterday, and also three days ago, because we have to be very careful with this kind of thing! Otherwise, people will say the Chinese consulate is behind it, agitating people. Some were among the crowd and they talked to me afterwards. I am quite familiar with them! But we encouraged them secretly! Because I showed up at the scene, everyone was very excited. The first time, they Falun Gong practitioners came, right? A few hundred people surrounded them. When they were surrounded, both sides started to argue. Finally the police persuaded Falun Gong [practitioners] to leave. The second day was the same. It was even fiercer. Then yesterday and the day before yesterday. This has been going on for 4 to 5 days.

Investigator: How did you find so many people all of sudden? Do you have experience on this?

Peng: I wouldn't call it experience. It's because of the overseas Chinese community. Let me put it this way. It's because of the work focused on the overseas Chinese community. Since the incidents in Tibet and the Olympic torch relay, there is such a kind of passion... Of course, it also has to do with this earthquake. I have always gone to them and thanked them in person. On Monday I went there [Flushing], I also held two meetings. I ran other things on the scene. I went to their Association in person to thank them...because Falun Gong was there nearby.

Investigator: Oh.

Peng: Paying visits like this would sometimes create something like an encouraging effect.

Investigator: Didn't the consulate do any ideological work on the Chinese community?

Peng: What do you mean?

Investigator: In other words, giving them a hint or some guidance.

Peng: (Laughing with satisfaction) Oh! Indeed, we have done it! To tell you frankly, we have done it! It's something we cannot openly tell outsiders, we have done it. Sometimes we give them hints, in and out. We say something to Chinese community leaders. Yes, I have done it very often, especially this time! I often say something that you describe as hints. Yes, I have done it! I do it very frequently! Including this time when I went out to the scene! I have done that! I have even agitated them! I said, “Write some reports!” I say things like this. Today I told the people from the CCTV, “You guys should take some footage of these phenomena.” It is not bad indeed. I can only tell you the facts secretly. Well...

Investigator: It appears you have done the solid work on the Chinese community leaders on the regular base.

Peng: I would say I have kept a very good relationship with them. Given their passion, I must go in person. Showing up in person or not makes a lot of difference in terms of effect, so I pay them personal visits frequently. This way those overseas Chinese people would feel closer to me at heart. For example, they came over after they fought with Falun Gong [practitioners] and I shook hands with them one by one and thanked them. I say nice, encouraging words to them. This is what I must do. To tell you the facts, I must do it when the thing has been done to this point, yet I must not do things like that right in front of Falun Gong. I parked my car far from the scene because I must avoid being seen by them [Falun Gong practitioners]. I must be really careful in this regard; otherwise, people will accuse me of this or that. This will give them [Falun Gong practitioners] leverage. That will not be good. You know, I have been very careful. When they came down here and told me that they had driven them out, I shook hands with them. I said thank you and made a few encouraging remarks. In addition, I held a press conference and condemned Falun Gong. It was yesterday when I held a press conference.

Investigator: Did you have the press conference in the name the Chinese consulate general in New York?

Peng: The consulate general. Condemn. It is on the newspaper today. I read the news today. The China Press (Qiao Bao) made a very detailed report.

The entire conversation revealed that the whole incident in Flushing has nothing to do with Sichuan earthquake or earthquake relief, and that incident was not initiated by local residents spontaneously. Instead, this incident was controlled by CCP and was orchestrated by and directly involved the Chinese Consulate in New York. WOIPFG will closely follow up the investigation of this incident.

Were seismologist's predictions covered up by authorities?

As the death toll continues to climb in the wake of the 7.9 magnitude earthquake that rocked China's Sichuan province Monday, evidence has surfaced suggesting that Chinese officials were warned of the quake days earlier, yet suppressed the news.

China's deadliest quake in 30 years struck on the afternoon of May 12th in Wenchuan county, Sichuan province, and could be felt as far away as Vietnam and Beijing. While earthquake prediction is a developing science, China has some of the best earthquake research labs in the world. The benefits of that knowledge, however, may have been ignored if reports coming out of China are true.

As of Wednesday, the official death toll had nearly reached 15,000. Tens of thousands of troops, firefighters and civilians were working to save more than 25,000 people buried under collapsed schools, factories and hospitals.

Officials are warning of dangers from increased strain on local dams as well as mudslides on brittle hillsides where rain has been forecast over the next few days.

Authorities said the dams of two hydropower stations in Maoxian county, where 7,000 residents and tourists remain stranded near the epicenter, were "seriously damaged," and could burst.

Landslides had blocked the flow of two rivers in northern Qingchuan county, forming a huge lake in a region where 1,000 have already died and 700 are buried, China's state media reported.

The quake had also stopped a river in the stricken Mianzhu region, prompting officials to evacuate residents and drain dams downstream, the agency said.

Amidst the disaster is a growing chorus of bloggers and Chinese citizens saying authorities had ignored warnings of the quake days prior to it striking.

On May 7th, five days before the deadly quake struck, a self-proclaimed seismologist from Wuhan city posted a notice on the Internet predicting that an earthquake would strike on May 12th.

"According to information I have in hand, and exchanges that I have had with some foreign colleagues, I predict China will have an earthquake on May 12, 2008. The approximate location will be in the middle of Sichuan and Hubei, though all China may feel the tremors," read the notice.

The man went on to note that his predictions could not be announced publicly because it could cause "panic."

The Epoch Times is still trying to confirm the name and claims of this seismologist.

This notice appeared on the Sichuan government website two days before the catastrophic earthquake. It said the rumours of an upcoming earthquake were false and had been quelled. The notice was deleted after the quake hit Tuesday.


Even before the notice was posted though rumors were spreading in Sichuan province of a potential earthquake. Sichuan residents apparently made calls to the local Earthquake Preparedness and Disaster Reduction office of the Provincial Seismological Bureau to verify whether or not the rumors were true.

The bureau denied the possibility of a quake, and on May 9th, a notice was published on the local government Web site that dismissed the earthquake rumors. The notice read in part:

"On May 3, the Earthquake Preparedness and Disaster Reduction of the Seismological Bureau of Ahazhou received calls to inquire whether the rumors were true that Suomo Town, Maerkong County [Sichuan province] was going to have a major earthquake and that village officials advised villagers to stay outdoors.

"After receiving the calls, the Bureau immediately asked the Earthquake Preparedness and Disaster Reduction of the Seismological Bureau of Maerkong County to investigate the source of the rumor, to dispel it, to widely explain the actual situation, and to prevent the rumor from spreading further."

Three days later, after the earthquake struck, the notice was deleted. A screenshot of the notice can be seen on the Epoch Times Web site.

Some Chinese netizens have begun openly speculating that the regime deliberately concealed news of the earthquake in spite of evidence.

"Even when there were already signs indicating an earthquake, the Sichuan Seismological Bureau still suppressed and failed to report the information, completely disregarding people's lives," wrote one Internet user who claimed to have a relative working in the Provincial Seismological Bureau.

"My uncle called me some time ago and told me about the earthquake warning signs, but the Bureau didn't allow them to release the information and stressed the need to ensure stability before the Olympics."

But in China, where access to information is strictly controlled by the ruling Chinese Communist Party, it can be difficult for citizens to distinguish fact from the rumours the grow to fill the information vacuum.

In a recent article, The Times Online described the speculation of Chinese netizens that the earthquake warnings were suppressed as "quake conspiracies" cooked up by bloggers looking for a scapegoat.

The article also described Chinese media reports of bizarre animal migrations days prior to the quake. In China, unusual animal behaviour is a traditional form of earthquake prediction that is now coupled with western-style seismic research. To date, seismic science is not able to predict earthquakes with guaranteed accuracy.

Memories of Tangshan

The earthquake in Sichuan is the deadliest to strike China since July, 1976, when a massive earthquake levelled the city of Tangshan, killing anywhere from 242,419 to upwards of 655,000 people.

Then, too, scientists had seen warning signs of an impending earthquake. Among them was Yang Youchen, a seismologist who says he made predictions of the earthquake in early 1976. Yang said he had predicted that a large earthquake would strike Tangshan in July or August of that year.

In May, just months before the earthquake, he presented his data to a conference organized by the China Earthquake Association, which failed to take seriously his warnings. He said he also spoke with the Tangshan Communist Party Secretary about the potential for an earthquake, but the city's deputy mayor ruled that it was too early to put the city on alert. Soon thereafter, Yang was sent to a reeducation class to reform his thinking.

Another geologist, Ma Xirong, alerted the China Earthquake Association (CEA) just weeks before the quake of strange fluctuations he'd noticed in the earth's electrical resistance readers. He similarly warned that a catastrophic earthquake could be on the way, but CEA officials dismissed his findings.

In light of repeated warnings from geological monitoring centers, some officials did take note, risking their political careers to help prepare people for an earthquake.

Wang Chengmin, a CEA expert, circulated warnings of an imminent earthquake near Tangshan and spoke with a small group of officials from surrounding areas about his concerns. One of them, Wang Chunqing, brought news back to the nearby county of Qinglong, where citizens were warned of the coming disaster. These efforts, by some estimates, may have saved as many as 400,000 lives.

Following the earthquake in Tangshan, China's leaders refused to acknowledge the scale of the disaster or accept international relief efforts, determined to preserve an image of China as a communist utopia.
