Over the years the Government has done many things to try and curb unemployment. These are just a few examples.
The Productivity Places Program is an initiative of the Australian Government to help unemployed people develop vocational qualifications and improve their employment prospects. Training will be fully funded for participants in a range of courses which are identified as meeting regional skills shortages.
Australian Apprenticeships attract financial assistance for eligible employers to help reduce the real cost of training.
Employers who hire an apprentice may be eligible for a range of federal and state Government incentives and assistance.
These incentives encourage employers to offer employment-based training opportunities that will encourage people to gain and expand their working skills.
The Indigenous Employment Program has been reformed to better help employers engage with, recruit and retain Indigenous employees.
The Indigenous Employment Program can provide employers with tailored assistance to help them provide more job opportunities for Indigenous Australians.

There are also other programs such as Job Services Australia, Experience , Programs helping migrants and programs helping people with disabilities to name just a few.
SEER is an acronym. It stands for Social Enterprise and Economic Reform. The idea behind this program is very basic. My vision will involve a government department. The SEER department will go into areas with usually high un-employment. After a brief assessment the SEER representatives would then come up with a plan for a small business. Nothing too big or complex, mind you. Just something to get the progress going. Once the business is turning over enough of a profit to be sustainable, they would recruit unemployed people from the area. This process would be repeated, many times.
Not only would this improve unemployment statistics but it would stop our companies from falling into foreign investment. Is the government serious about improving productivity and reforming welfare?, then social enterprise is the way to go.
