Whether you see it or not, marijuana possession laws are becoming more low priority nationwide. Possession usually results in a low fine depending on the quantity. The idea is to stop filling prisons with minor drug users that got caught.
If a Denver judge accepts a panel's recommendation, the fine for possession may be only $1! I may be wrong, but it seems that with a fine that low, it wouldn't be worth the time or all the paperwork for enforcing it.
I call it as I see it and think that this brings pot one step closer to being legalized.
