To take a stab at it - it sounds like Adam Sandler, and the only movie he's giving the orders around is in Billy Madison?

Adam Sandler is the star of said movie, but that's as close as it comes. It's a different comedic genious doing the speaking and and different movie.

HINT: The speaker has a funny moustache and he's talking to an old lady who is quilting.
