My saga has occurred over the last 7 months and, unfortunately, I didn't think to document it via a blog until recently. So I hope to reconstruct the past events in a chronological order so that it flows well and gives an accurate presentation of my story.

I'll warn you now that the events, decision-making, bureaucracy and ridiculousness of my case will leave you gasping in frustration and pounding on any defenseless object you have close at hand. Just ask my wife.

My primary goal with this blog is to simplify the communication of my story to my friends and family as new things happen. I've been sending emails to multiple lists and it gets cumbersome.

Secondly, I am not sure how many others will be in my position but I hope that my experience may be educational for those who encounter similar problems. Also, by exposing the issues in this case, I hope some reform may occur in child support enforcement.

Third, there has already been a great deal of web interest in the original newspaper article "Man Still Paying Support to Deceased Wife". I used that as the title of this blog so that web searches will hopefully find it. Since I am fighting a government agency, the only weapon I have is public opinion and outrage.

Finally, I think it will be interesting to see the whole story from start to finish in one place.

I hope you will follow along and especially, I hope that we get a satisfactory resolution soon.

CSEA is notified

OK, it's been almost 4 weeks since the funeral. I'm in Newark, OH to take my 9-year-old son to a doctor's appointment (he has asthma).

By the way, Newark is about an hour from my home in Columbus.

After the appointment, we stop for an ice cream cone. I think, "It's been long enough that I won't look like all I care about is the money." So I go to the Child Support Enforcement Agency to let them know Sharon died. I wasn't sure what the proper procedure is for that circumstance but I assumed that it was something the CSEA could handle.

I asked my son to wait on the other side of the lobby and approached the woman working at the front desk . I told her my situation. She asked if I had a copy of the death certificate. I didn't. I did have a file with me that included among other things, a copy of Sharon's obituary.* I showed her the obituary and asked if I needed to get a death certificate. She said no, it is a public record that they have access to. She would give the request to terminate the support order to my case worker. I would get a response in about 2 weeks.


*Among other things were lists of my kids' homework assignments and school projects so I could help them keep up with their work, lists of doctor, dentist and orthodontist appointments, letters and cards of condolence from friends, teachers, etc., and other information needed to stay on top of my children's schedules and commitments. I went to the library and made a copy of the obituary so I can give it to my daughter (12) when she is older and ready for it. I've also kept the bulletin and memory cards from the funeral, some cards, and other memorabilia that may mean something to her.

Children lose mother tragically

I was going to describe what I saw and felt on the day my ex-wife died. But out of respect for her husband John, I'll limit it to the facts.

Sharon was home alone with the kids (3 of ours and one with John, aged 13, 12, 9 and 5 at that time) in the morning as they got ready for school. She collapsed unexpectedly and, although an emergency squad came as quickly as possible, she did not survive.

The autopsy did not reveal a sure cause of death but it is believed that she had an undiagnosed heart condition.

I received a call mid-morning while I was at work. I left immediately and went to be with the kids and do whatever I could to help.

Sharon was 40 years old and left a big hole in the lives of her friends and family.

I am sorry to include this true tragedy in my blog but it was the triggering event for what came later. And when seen from this context, it adds poignancy to the uncaring behavior of the Child Support Enforcement Agency of Licking County.

Dissolution is final

OK, this is just background stuff; short and to the point.

October 30, 1999: Joe Randolph (that's me!) and Sharon Randolph appear before Licking County (OH) Domestic Relations Court Judge Russell Steiner. All papers are in order. Both parties agree to a shared parenting agreement including child support payments in the amount of $1359/month (including processing fees). Amicable dissolution is signed and OK'ed by da Judge (by the way don't forget the judge's name - he resurfaces later
