What else could it be?

What do these people think they're saying, anyway?

It is whatever it is.

Maybe it depends on the emphasis:
It IS...what it is.
It is WHAT it is.
It is what IT is.
IT is what it is.
Even stressing the last "is" works if you're yelling at someone: It is what it IS!
But we still haven't discovered what the original phrase really means, have we?
