Inconsiderate Neighbours

Today's rant was bought on after many a sleepless night courtesy of our neighbours. I live in an apartment block with about 16 units in it, so we are packed in pretty close and it is realistic to expect some noise. But when it means that you have to sleep in a room with the window closed in warm weather because everyone is so noisy, I am sure that that I am not asking for too much when I ask that other people be more considerate of others that are sleeping.
We have neighbours which have very loud parties which sometimes go until 3 the morning. Then at about 4am, once you finally drift off to sleep, other tenants come home with about 5 of their friends, all drunk, and proceed to have their own party right outside my bedroom window (Maybe not, but it sure seems like it!!!).
All I want is a bit of sleep. I am fine with a little bit of noise, but I find it hard to believe that anyone could sleep with the ruckus that goes on outside. I know I sound like a whinging old person (I am only 21) but it's really, really bad.
To top it all off, when you leave to go out in the morning, there are beer bottles everywhere, on the nature strip, on the foot path, in the gutters of the road, on the path leading to the front entrance of the building.
It happens all the time. It isn't restricted to weekends either. I don't have as much of a problem with the weekend ones, but so much noise on a week night really pisses me off. I pay a lot of rent to live in that place because its pretty nice and in order to afford that rent I have to work full time. So yeah, getting a good nights sleep is pretty vital to me being able to do my job well. I can't afford to be grumpy and looking dodgy because I didn't get any sleep.
It seems more often then not that you get bad neighbours. I know that when I used to live with the olds we had our fair share of them. First they were some cheap skate asians who ripped my dad off after he blew up his hands pretty badly while trying to help them out (he's a sparky). Then there were the druggy weirdos. It was a married couple who had two kids. The baby was always screaming, the little girl was a spoilt brat and the parents were on drugs. The worst bit though is that the father had this bad and he thought they were awesome (They totally weren't though) and thought he would share the awesome music that they made with the rest of the neighbourhood. It was horrible. Kind of like a cat being tortured really, really loudly. And now there is a creepy old man who smells really, really badly, and stares and is just plain creepy. I am pretty sure he stole my socks off the washing line once.
