TAMPA, Fla. (AP)—An agency investigating a deadly boating accident involving two NFL players and their friends in the Gulf of Mexico has concluded it was caused when the vessel was improperly anchored and the boat capsized after one of them tried to throttle forward to pry loose the anchor.

The Florida Fish and Wildlife Conservation Commission’s investigation also cited carelessness and operator inexperience as contributing factors. The combination of errors came at the time a storm front was moving in, making conditions on the water very rough.

Oakland Raiders linebacker Marquis Cooper, free-agent NFL defensive lineman Corey Smith, and former University of South Florida players William Bleakley and Nick Schuyler departed from Clearwater Pass, Fla., early Feb. 28 to go offshore fishing for amberjack.


Schuyler, found clinging to the boat two days later, was the lone survivor. The other three men have not been found.

In an in-depth interview with the agency, Schuyler gave this account of the accident:

Early that morning, the men went more than 50 miles offshore in Cooper’s 21-foot vessel. It was loaded with two large coolers filled with ice, drinks, food and beer. All of the friends were dressed in warm clothes, sweat suits and jackets.

Around 5:30 p.m., they went to pull up the anchor and head back to port, but the anchor was stuck. Bleakley suggested they tie it to the transom and use the boat’s motor to pull it loose.

When Cooper tried to thrust the boat forward, the vessel became submerged and capsized, tossing the men overboard. All four tried uprighting the boat by standing on one side of the overturned vessel. When that didn’t work, Bleakley swam underneath and was able to retrieve three life vests, a large cooler and a portable, cushion-type flotation device.


Bleakley, who Schuyler has credited with saving his life, used the makeshift flotation device, which has been described previously as a cushion. The other three wore the vests.

The men appear to have tried everything in their power to rescue themselves: Schuyler told the agency they tried retrieving and using flares, but they were wet, agency Investigator Jim Manson said. They got their cell phones, which were in plastic baggies, but there was no signal.

They knew how many hours were passing because Schuyler had a watch with a light on and was able to keep track of the time. He said that around 5:30 a.m. the next day, Cooper became unresponsive. Schuyler and Bleakley tried to revive him without success.

Cooper’s flotation device was removed and Bleakley put it on. The Oakland Raiders linebacker then became separated from the boat.

About an hour later, Smith started to show “possible extreme symptoms of hypothermia.” He removed his flotation device and also became separated from the boat.

The two college teammates were the only ones left. They hung on together for about 24 hours, until Bleakley grew weak and removed his life vest as well.

Schuyler said that his friend appeared to die as he was holding onto him. He let his friend go and Bleakley drifted away.

Manson said moving the anchor line to the stern, or back of the boat, contributed to the vessel’s instability and flooding when they tried to free it. He described it as a mistake that probably happens every day, but one that a more experienced boater would be aware of and could handle.

Manson recommended cutting the line if boaters are not able to easily free their anchor. The agency advises boaters to take a boating safety course and leave a detailed float plan with friends or family.

Cooper, the boat’s owner, had more than 100 hours of boating experience but no formal education, and had been drinking, according to the report.

“Overall, it’s just a mistake in anchoring,” Manson said.

The Coast Guard released its records on the accident last week. According to the agency, Schuyler told them the boat capsized after their anchor got caught in a reef.

The accuracy of that account was somewhat unclear because Schuyler was suffering from hypothermia and spoke to them shortly after he was pulled from the boat. His doctor said he probably could have only lived another five to 10 hours.

The Coast Guard called off its search after three days of scouring 24,000 miles of ocean.

CHARLOTTE, N.C. (AP)—Almost every move the Carolina Panthers make—or can’t make—this offseason is based on one figure: $16.7 million.

That’s the staggering salary-cap number four-time Pro Bowl defensive end Julius Peppers carries under the franchise tag. The money counts on the cap even though Peppers hasn’t signed the one-year tender and has said he wants to play elsewhere.

The unresolved issue has left the Panthers on the free agency sidelines. The Panthers have less money to spend than any NFL team with Peppers, quarterback Jake Delhomme and newly re-signed left tackle Jordan Gross taking up loads up cap space.

It’s why they’ve yet to sign a free agent, while backup offensive linemen Geoff Hangartner (Buffalo) and Frank Omiyale (Chicago) and kick returner Mark Jones (Tennessee) and linebacker Adam Seward (Indianapolis) have left for other teams.

The Panthers are so strapped that after signing journeyman fullback Nehemiah Broughton in January, they released him earlier this month because a few players had bonus money due that put them over the $127 million cap.

The Peppers situation could drag out to next month’s draft or beyond. Because Peppers has not signed his tender, only his agent, Carl Carey, can negotiate with other teams. Since it’s unlikely a team would sign Peppers and give the Panthers two first-round draft picks under the franchise tag rules, the Panthers would have to approve any deal for less compensation Carey might broker.

Even if Peppers signs the tender, the Panthers would likely need Peppers’ approval for any trade they arrange since the team that gets him would almost certainly demand Peppers first agree to a new contract.

Carey did not return messages on Friday, while Panthers coach John Fox this week defended Peppers despite his earlier comments that he felt he “maxed out” in Carolina’s 4-3 defensive scheme.

“Maybe I feel like I’m maxed out,” Fox joked from the NFL owners meetings in Dana Point, Calif., on Wednesday. “The difference is there are contracts. That’s professional sport. You can’t just do what you want when you want. That doesn’t surprise me. It doesn’t sting me.”

Fox acknowledged he hadn’t talked to Peppers since the end of the season, but wouldn’t write off Peppers returning to Carolina.

“Let the system play out,” Fox said. “I can’t lean one way or the other.”

Fox also reiterated his faith in Delhomme, who threw five interceptions and lost a fumble in Carolina’s 33-13 loss to Arizona in the NFC divisional playoffs. The 34-year-old Delhomme is in the final year of his contract and has an $11 million cap figure. While there have been discussions about a contract extension that could save more than $2 million in cap space, Delhomme’s agent, Rick Smith, said Friday there was nothing imminent.

“There is no question we’ve got a commitment to Jake,” Fox said. “Whether that comes to fruition with a contract (extension), I can’t say.”

If Peppers ends up staying with Carolina, the Panthers would have to extend Delhomme or make moves with other players just to have enough cap space to sign their five draft picks and shore up other areas.

Losing Hangartner and Omiyale left the Panthers without depth on the offensive line. After releasing starting cornerback Ken Lucas to clear cap space, the Panthers need a No. 3 cornerback behind Chris Gamble and likely new starter Richard Marshall. Carolina needs help on the defensive line, too.

The draft also won’t have as much impact. The Panthers also don’t have a first-round pick after trading it to Philadelphia last year to draft right tackle Jeff Otah.

“We got our first-rounder last year,” Fox said. “As far as cap-wise, I don’t know that we’ve ever been really big players in free agency to begin with. I think we’ve got a good young core for a football team. We’re comfortable working through the draft, and always have been.”

Still, the budget is tight. Consider veteran Jason Kyle has been Carolina’s long-snapper since 2001. Right now, the Panthers don’t have the cap space to re-sign him, either.

KANSAS CITY, Mo. (AP)—Kansas City Chiefs running back Larry Johnson was sentenced to two years probation Friday after pleading guilty to two counts of disturbing the peace for separate incidents involving women at nightclubs last year.

A Kansas City Municipal Court judge suspended imposition of the sentence and will remove the guilty plea from the public record if Johnson finishes the probation without further incidents.

While on probation, Johnson will not be allowed to consume alcohol or be at any Kansas City bars or nightclubs after 9 p.m. He also must complete anger-control counseling and 40 hours of community service.

The 28-year-old Johnson was originally charged with assault in the two incidents, but those charges were changed to disturbing the peace on Friday.

The first incident occurred on Feb. 24 last year, when a 26-year-old woman accused Johnson of pushing her head at a Kansas City nightspot.

He also was accused of spitting a drink in the face of a 24-year-old woman and threatening to kill her boyfriend at another Kansas City club on Oct. 10.

That woman, Ashley N. Stewart of Lawrence, Kan., filed a suit against Johnson in November, accusing him of negligence, assault and battery, intentional infliction of emotional distress, and negligent infliction of emotional distress.

The NFL suspended Johnson one game for violating the league’s player conduct policy in November and the Chiefs deactivated the two-time Pro Bowler for three games. He has asked the Chiefs to trade him.

The October incident marked the fourth time in five years Johnson had been accused of assaulting a woman.

In 2003, he was charged with aggravated assault and misdemeanor battery for allegedly brandishing a gun during an argument with his former girlfriend. The charges were dropped after he completed a domestic violence diversion program.

Another woman accused Johnson of pushing her at a nightclub in 2005, though the charges were later dropped after she failed to show up for court hearings.

Johnson was one of the best running backs in the NFL in 2005 and 2006, rushing for over 1,750 yards in each. He signed a contract in 2007 that guaranteed a team-record $19 million, but has been injured and inconsistent since, rushing for 1,433 yards in 20 games.

Carmelo Anthony scored 31 points, Linas Kleiza had 22 and the Nuggets won their third straight with a 129-116 victory over Golden State on Saturday night

WASHINGTON (AP)—With the Washington Wizards trailing by two and 4.5 seconds remaining, Gilbert Arenas missed a free throw but chased down the rebound. He whirled in the corner—rushing himself a bit, to be honest—and put up a 3-pointer that could have won the game against the Detroit Pistons.

Alas, the ball barely made it out of his hands. Former Wizards flop Kwame Brown, of all people, blocked the shot. Agent Zero threw up his hands asking for a foul as he landed on his rump, but he knew that the official had made the correct no-call. The comeback game would end without his perfect ending

DALLAS (AP)—A police officer was placed on administrative leave Thursday over a traffic stop involving an NFL player whom he kept in a hospital parking lot and threatened to arrest while his mother-in-law died inside the building.

Officer Robert Powell also drew his gun during the March 18 incident involving Houston Texans running back Ryan Moats in the Dallas suburb of Plano, police said

NEW YORK (AP)—NBA owners have approved a rules change regarding violations for too many men on the court, closing a loophole that allowed Portland to score on a 6-on-5 situation earlier this season.

If a team is given a technical foul for having too many players, the non-offending team can choose to accept or nullify the action that took place before the whistle blew. If the team playing with five scores, it can keep the points
