How livable is Brisbane?

I just saw this story on the ABC website - basically Brisbane got ranked behind Sydney, Melbourne, Perth, and Adelaide on its livability. An excerpt here:
"Commerce Queensland spokeswoman Beatrice Booth says the weather and laidback pace in Brisbane make it an ideal place to live.
"Brisbane has to be the most livable city in this nation - there's absolutely no doubt about that," she said."
I'm inclined to think that Commerce Queensland may be a little biased towards their own state capital. What do you think?
Do you live here for the weather? Is the sunshine really worth all that much to you? Personally, while I love the clear sunny days of winter I am not so appreciative of the merciless summer heat. Everyone seems grumpier in the summer to me.
Also, is Brisbane really more laidback than Sydney and the other state capitals? I've spent a few weeks in Sydney but haven't had the chance to see Melbourne, Hobart, Perth, Adelaide, or Darwin so I have no comparisons of my own to make. If you have an opinion I'd love to know - how exactly is/isn't Brisbane laid back? Can I have examples?
