well,it really depends on hotel popularity,franchise system,customer;s perception and previous experience are really what a hotel star can be decided.Lets say there is a hotel franchise ABC and the hotel owner will decide to go with that franchise(can be various reasons like how much money will need to be paid to franchise owner and how valuable the franchise chain will be in that perticular market..one chain can be very popular in one part of country and not in another..it depends on how previous chains have 'established' their credibility in customers in general.Now ABC franchise company will have different variety of brands based on quality of stay,customer service,value for money,amenities,location and other factors.Hence the star system will vary.I know sounds weird but thats how it is in real life.I mean you might find a 3-star hotel (rated by either franchise or online booking websites like expedia,orbits,travelocity) with 2-star quality and customer service.I have seen eventually these kind of hotels either loosing their 'flag' (franchise) or getting demoted on their stars.
Generally speaking,
1 star hotel will be independently owner or operated without any franchise.(room rents in range of $25-$45
2 star hotel will be independent or franchise by less expensive(and hence quality compromised) companies that will rent rooms in the range of $40-$70
3 star hotel will be franchised mostly (very rarely independent) but with better quality in customer service,room condition,food if offered,location,amenities etc in range $70-$120
4 star hotel will be franchise for sure and will be upscale in terms of quality,amenities and food offered(most likely) along with extended amenities like spa,bar,better suites etc and price tag in the range of $ 115-$190
5 star hotel will be one of a kind with all possible amenities there are in the market to lure the high-paying customer and price tag will be $200-$2000
Any star more than this will be good 'no question' about it and pricy too.
(all price tags may vary depending on location and type of hotel & amenities)
there are a lot of online reservation and travel sites like expedia,orbits,travelocity,pr iceline,hotwire etc that will have a 'rating'system for every hotel out there in that market depending on customer feedback who booked through them before (yes,many of them do surveys to ask how was their stay and will take their input to decide the rating system)
