Mandhare said, "On Friday, Jawale had a fight with Rathod over the girl. As the argument continued, Jawale took out a knife and stabbed Rathod in the chest." Rathod was rushed to a nearby hospital where the doctors proclaimed him dead. Jawale ran away but was arrested later following a complaint registered by the girl. Rathod was pursuing his diploma in an engineering college at Manjari while the girl is a second year student in the same college. Jawale is an M.Com student. tnn

A magistrate court on Saturday sent Jawale to police custody remand till May 16. His custody was sought for seizing the weapon and to probe the involvement of any other person in the crime.

Without explanation, Ross' engineer, Art Gazdik resigned on Monday.

Commissioners Monday night accepted his resignation, then voted to hire JMT Engineering of Baltimore to provide "on-call engineering" and support services at a rate not to exceed $125 an hour.

Mr. Gazdik had been the Ross engineer for 13 years. Neither commissioners nor manager Wayne Jones would discuss why Mr. Gazdik resigned.

He did not respond to a phone call.

In other action, commissioners granted permission for The Friendship Group to use the community center free of charge one to three afternoons a week in June, July and August.

The Friendship Group offers programs for visually impaired senior citizens, said Andrea Schwartz of Gibsonia.

Ms. Schwartz said the organization uses the Berkeley Hills Lutheran Church in Ross, but the church is too hot in the summer.

The Friendship Group works with 28 visually impaired adults between the ages of 58 and 100.

"Our seniors really are not having anybody who is really working with them to get them out of their houses, give them the opportunity to have a place to go, something to do, activities that do not have anything to do with sight," she said.

She added that the group will likely use the computer or "quiet" room in the community center. Mr. Jones said they could also use the commissioners' meeting room if it is available.

Commissioners also approved several items that were recommended by the planning commission:

• Frank Veltri received approval to transfer a liquor license from Upper St. Clair in order to serve beer and wine at Italian Village Pizza, 4885 McKnight Road.

• Thomas Wolf received approval for a home-based business, a home brewery, at 247 Wallingford Drive. Mr. Wolf said he has been brewing beer at home for "a number of years" for personal consumption and for friends. But his friends have been telling him that he should be selling the beer. "I just want to get enough product out of my house to go to a few beer tastings and see if there is a market out there for it," he said, adding that "if it catches on," he will move the brewing elsewhere.

In a country where engineering and business-school rankings are big business for media firms—in terms of circulation and advertising revenue—it was only going to be a matter of time before professional rating agencies got into the act.

Crisil Ltd and Icra Ltd have started rating the programmes offered by business and engineering schools. While Crisil rates only business schools, Icra rates both. Crisil has graded 39 B-school programmes across 28 institutes, while Icra has rated 13 B-schools programmes.

“Since we are already into corporate debt rating, we explored another vertical,” said Rohit Inamdar, senior vice-president and co-head, corporate sector rating at Icra. “In three-four years we can have 30% of the addressable market,” he added.

India has at least 3,900 business schools and 4,000 engineering colleges. The ratings are certain to help students choose schools carefully, say analysts.

Around 1.5 million students enter engineering colleges across India every year and 350,000 go to business schools, but the quality of many of the institutions remains a suspect.

At least 138 professional colleges offering programmes in management, engineering and computer application streams have applied to the All India Council for Technical Education, the apex technical education regulator, for permission to shut shop, citing low admission rates and poor campus placement, Mint reported on 25 March.

Much like ratings of corporate financial instruments, the ratings of business and engineering schools are “solicited” but “independent and neutral”, Inamdar said. The agencies rate the programmes on parameters such as curriculum, infrastructure and placements. The schools pay for the ratings.

A Crisil spokesperson said in an email that such ratings add to a school’s credibility: “It provides stakeholders with reliable information about the school, increases their confidence in the school and helps the school acquire strong brand equity.”
