Drug Testing in Pubs

Pub patrons in Scotland will soon be tested for drugs before being allowed to enter pubs. Officers will use an Itemiser, a device that can detect drug traces in seconds. Although the test is voluntary, there is a Catch-22 in that if you don't submit to the test, you can't get into the pub.
From my understanding, I believe this test is used to find traces of drugs on your hands. If you didn't handle drugs, you aren't bringing any into the pub. It makes sense if you look at a sentance from the article:
Police said the device deters unwanted drug dealers.
If I am wrong, then they came up with a new way to force you to voluntarily do your business in a cup!
Something to note:
"We hope that over time the model can be developed and used by community partnerships in other towns and cities across Scotland to reduce the harm caused by drugs."
Of course booze doesn't cause any harm.
