The War of Four Banners has left deep scars on the country of Carathon.
It is ten years since the War and in the city state of Chilandrus is run by Regent Vexlus. Vexlus rose to power during the war. A man who was a gifted and charismatic leader he took over Chilandrus, he threw off the rule of the oppressive Rorananz that drew the city into the War.
The Rorananz prized alchemy and the pursuit of knowledge over all things.
To replace the Rorananz standing army the Regent hired mercenaries with the considerable resources of the City State and has ruled by Mercenary ever since.
Vexlus is a man that few have seen in the past ten years he has ruled in isolation and a governance that the people once saw as an alternative to the iron fist of Rorananz, now seems to be just as oppressive only now all the power rests with one man.
The people of Chilandrus have had little cause for hope since the war ended. Armed patrols still walk the street. A curfew is still in place. There seems little hope that the citizens of the citystate will ever know a time of peace.
